How, When, and Why to Use Backstory?

All Stories Need Some Backstory to Feel Believable

Something I need to consider as I write my new novel is backstory. Should I use backstory? Should I jump back and forth in time? Should I write a chronologically structured novel that begins in the past and moves forward in time?
